The EU’s decision to impose definitive countervailing duties on Chinese-made electric vehicles (EVs) for a period of five years has sparked strong opposition. During an interview with China News Network, Michael Schumann, chairman of the Board of the German Federal Association

for Economic Development and Foreign Trade, stressed that the EU needs to find a fair and right balance on trade with China, not to weaponize and politicize bilateral economic relations.

In addition, Schumann pointed out that both Europe and China can benefit from open markets. China has taken very reasonable measures to protect its own market and its own industry while benefiting from foreign products, investment and technology. 《实施方案》提出了排污许可核心制度建设实施路径。《实施方案》以生态环境质量改善为主线,聚焦污染物排放量控制,推动固定污染源环境管理制度在深度和广度上进一步衔接融合,提出环境影响评价、总量控制、自行监测、生态环境执法、生态环境统计、环境保护税等制度与排污许可制度衔接路径,落实以排污许可制为核心的固定污染源监管制度。

《实施方案》明确了深化排污许可制度改革路径。《实施方案》以综合许可管理为前提,明确提出通过完善法律法规标准体系、优化排污许可管理体系,推动将工业噪声、工业固体废物、海洋工程依法纳入排污许可管理,探索将地下水污染防治要求、电磁辐射、畜禽养殖氨排放等依法纳入排污许可管理的路径,实现固定污染源的多污染物协同治理,实现排污单位全覆盖、环境管理要素全覆盖、排放量管控全覆盖。
